AFS contribution agreements provide eligible First Nations capacity building support to effectively manage the FSC fisheries. Through the Allocation Transfer Program, a component of the AFS, funding is also provided for commercial fisheries access (licences, quota, vessels and gear) to eligible First Nations groups under the terms of an annually negotiated AFS comprehensive fisheries agreement.
