As mandated by the Canadian Passport Order, responsibilities of the Passport Program include issuing, refusing to issue, revoking, withholding, recovering, and providing instructions on the use of Canadian passports. The Minister of Immigration, Refugees and Citizenship Canada has authority over the Passport Program mandate and has authorized the Minister of ESDC to exercise specified administrative powers. ESDC, through Service Canada, is responsible for passport service delivery in Canada, giving Canadians broad access to passport services across the country.
