Grant of a discretionary Temporary Resident Permit to allow an individual to enter or remain in Canada as a temporary resident who would otherwise be unable to do so, where justified by exceptional circumstances. These may be issued to inadmissible persons, persons reported or who may be reported for violation of the Immigration and Refugee Protection Act, or to those who don't otherwise meet the requirements of the Act.
